Issue 

The current Alberta Building Code mandates multiple egress stairways for residential buildings exceeding two stories. This requirement contributes to increased construction costs and design constraints, thereby limiting housing affordability and architectural innovation. Reevaluating these regulations to permit single egress stairways in buildings up to eight stories could alleviate financial burdens on developers and expand housing options for Albertans. 

Background 

Urban centers are experiencing a disconnect between existing housing and the evolving preferences of residents. The traditional post-World War II focus on car-dependent, single-family homes no longer aligns with the increasing demand for walkable urban living. "Missing Middle Housing," a term introduced by architect Daniel Parolek, refers to housing types such as duplexes, triplexes, and bungalow courts that offer desirable, walkable, and affordable living options.

These housing forms can bridge the gap between single-family homes and high-rise apartments, providing diverse options to meet contemporary housing needs. 

Our Recommendations:

  1. Enact changes to the building codes to permit the construction of single egress stairs on buildings up to eight stories.
